Do I believe him or not?

There is this guy... he started talking to me saying he thought I was gorgeous and all that and I fell for it. We arranged to meet (I wasn't going alone) and he stood me up. Of course I was hurt by this and told him. After not talking for a few days I felt guilty for ignoring him so text him to set things straight. He told me that he was sorry and that he swore on his country that he he'd never lied to me about anything. I believed him agian and since I have heard from him once... he doesn't appear to be making any effort to talk to me.... what do I do?
