Dating for six months but he won't call himself my boyfriend

I really want the guy I've been dating for about 6 months to be my boyfriend but we've been through a lot already. I told him i had type 2 herpes at the beginning, and then we found out it was just type 1 even though it was genitally (that's why i never have outbreaks). Then, i thought i would be moving in three years for school, but it ends up i'm not. so, we have been off an on. but last night i asked him why he can't call me his girlfriend and he said that because the next step for us would be to get married. He said he likes me more than any other girl he's ever dated, even the ones he's been with in a relationship, that he likes everything about me. i asked him what the problem was then, and he couldn't come up with a good answer. what do i do? i know we should be together, and that he even thinks about marriage with me. so what is the next step? what do i do?
