 I would ask him point blank. If he wants to date you.. I'd say no sex for 6 months. If he can do that..
Also you never mentioned how you felt about him? Do YOU want a relationship?

If he's still talking to other girls and is being sneaky about it, then chances are he's just after notches on a bed post. If he wanted to seriously date you, then he would make sure that you are his number 1.
