There are some women who will sleep with a guy on same day they've met him, and have a short term fling over a few weeks, who will turn around and refuse to have sex with a man that they really, really like.
It may also be superstition. She may have had a lot of relationships end badly that started off with oral sex. So she may be waiting until she's ready to do the real deal. Or if that's not the case, maybe she only does oral sex on guys she hates... Maybe she has a jagged tooth that absolutely hurts... In which case, just be glad she doesn't hate you.

I would have no problem kissing her if she was in a loving relationship, but would not even go out with her if I thought she was a loose women.
She may not feel like doing it if she has had a bad experience or her confidence of performing oral sex may be low. Talk to her and ask her how she feels. Maybe she isn't very good and needs to practise.
