But I had talked about it via phone/text messaging to a very good close trustworthy friend of mine. Even though I haven't talked about it in a while, im still worried that my phone may have been bugged. If it were would the police have contacted me by now? what are the chances of my phone being bugged/tapped if i have no former police record. Reply to this Question

 If you are over 18 I would assume there isn't much they can do about a relationship ( The school board might fire him) But I'm not sure he can be prosecuted.
I agree with Sexless that it is your guilt that is making you paranoid.
Who have told you the phone might be bugged?
