 Depends. If you're not sleeping with him, it's because he's an ass an doesn't really give a damn. Some people are just rude and insincere. If you are currently sleeping with him, it's because he has no incentive to change. Why should he change if a fake apology gets the same result as a real one?
Drop him and find a guy who is more sincere.
