He just doesn't feel the time is right for him. Everyone feels differently about when they feel it's good for them to go all the way. Just give him his space and try not to pressure him. If you "force" him to have sex with you, then would that really be what you want? Just take it easy for a while longer. Then if you guys do end up having sex, it will be all the more special. Do you see what I mean?
