They obviously dont want to come across to keen, or are scared of rejection.
The best thing to do is if you like her A LOT then confront her about it and tell her that you like her. if she still plays hard to get she isnt worth it.

 Playing "hard-to-get" is just like any other game.... it's a game. Why bother to PLAY A GAME when there are so many OTHER fun and interesting things to do?.... like spend time with a girl who DOESN'T play games?.....

P.S. Every time that I tried to "turn the tables" and act hard-to-get with a girl, she said to me; "You know, (my name here), I think you're playing hard-to-get, and it really isn't worth my time or energy to try to "get" you...." DRAT!!!!!
