 I cant give you an answer to what your dreams mean, and i wouldnt pin your hopes on dream interpretations either.
Repeating dreams as far as I see it, are built up anxieties or stresses that you are experiencing in your life. Your brain tends to try and visualise these things in a form you can relate to.
No--one can really decipher your dreams but yourself, so dont be fooled by the mumbo-jumbo you read.
There are methods in which you can change your dreams. Maybe writing these dreams down as soon as you wake each time.

 A dreams meaning is subjective, it depends how you wish to percieve its elements.
what does water represent to you?
what does the man look like? are his features familiar?
is the attack unprovoked? does he run at you or take you by surprise?
and for some reason he laughs at the fact that you have defended yourself from his attack- have you arguements with any person which you feel you are powerless to defend yourself from, that even in defending yourself it seems not to have the desired effect?
when you say shot you mean with a gun?
it would seem, without knowing these points, that these elements allude to you having a feeling of being unable to feel safe from opposition.
have people expressed a disbelief in your abilities or criticised you in a way that has hurt you but you feel too proud to show?
be honest with yourself in exploring its semiotics and AN answer will be revealed to you...but it might not be THE answer
