You could ask one of his friends to take him out..
So that you could decorate his room with heats and ballons, and even a letter.
Get some decorations for his wall..written on it I LOVE YOU
Get him flowers and stuff like that
But first of all is the poem because if you say that ehs sweet he would rather have a poem than a thousand gift.
Well give him those all together ;)

it depends how much money you have.. if you have a bit to spend you could buy him some man jewellry like a plain silver band ring or something and get both your initials engraved on the inside. it will be cute because only you two will know theyre there. if your low on money however you could invite him over and cook him dinner or something sweet like that..
if you dont like those ideas you could do this...i did this for my boyfriends birthday
its not related to valentines day but is very thoughtful. you could buy him loads of really little things like his favourite drink, favourite snack etc.. a picture of you and him in a frame, etc.
or you could go for the sexy underwear...
