Tricky. He's emotionally tied to someone else who probably doesn't love him and you love him but he doesn't know it. Ask him out and see what he says. You don't have to tell him that you love him because that's a lot of pressure on anyone, especially some one who has strong feelings for another. It's hard to say what to do. The thing is, would you always regret not trying to attach him? You can't make him love you but he won't have a chance to develop love if he doesn't know that you are interested in him.
Give it a try, you never know. If it gets too hard, by all means let it go.

If you're already in love with him, it's a bit late to not get attached. Either way, you sound as if you're already hurting.
It's a tough situation to be in. I believe the best advice is just to wait it out and let things progress naturally, if they ever do. But you do have to face the possibility that they may not work out like you want them to either.
