So I was talking to this guy and he would give me eye contact when we would talk to each other. Even after we stopped speaking, he would sometimes just smile at me or he would stare at me. I didn't know whether he was just being friendly or if he was hitting on me?

Jynxter agony auntAh...that you might have spinach in your teeth? I'm not sure what you expect to hear other than he is interested in you... and is looking for some encouragement for him to make the next move. I think it is important for you to realize that guys are expected to make the first move... no matter how liberated we think society has become. Seeing a stranger, across a crowded room making eye contact should be flattering… unless he is being creepy about it. Smile back if you would like to pursue things further... or look away if not.
