I don't think he fancies you in a "can I meet her, see her, have a relationship with her" kind of way or that would have happened over the entire six months he's spent being shy as you put it. More likely he does not want anything outside cyberworld or he already has someone outside of cyberworld.
If you want a cyber bf that's cool but if not then find someone else.

Does he ever flirt with you, compliment you etc...?
