 this is weird, this is exactly what happend with me and my ex, we were fooling around same as you and it went in and i told him to get it out but i classed that as sex a lil bit but then a few days later we went the whole way and thats when i classed it as when i lost my virginity, so i would say it was sex but untill you do it properlly i wouldnt say you have had "true" sex. x x x

[shrugs] Other forms of sex are [drum roll] oral sex - hence "oral SEX", anal SEX, and of course, foreplay isn't really sex, but it is the act of getting aroused and becoming sexual, so I guess it's still considered sex.
So NO, you did not have sexual penetration, but you, IMO obviously, did engage in a sex-activity.
