To be his friend or so much more?

Thanks to those who answer this. But anyways, I used to be best friends with this one dude and I liked him too. But we fell apart over the years because of some disagreements. Its been a year now and I haven't spoken to him we say Hi and Bye but thats all. I have noticed he does the following he'll stare at me or he'll try to grab my attention. I like him very much but I stopped liking him in the first place because I thought he didn't like me but it feels weird because my friend says she thinks he likes me. I want to know 2 things.

1. How can I tell if he likes me or if he just is trying to be my friend again?

2. How can I get over him if he doesn't like me?

Its awkward enough that we don't talk and we don't even look eye to eye but I just need to know!

It wouldn't hurt to try.
