 You don't want your last day to be ruined if he rejects you.
I would say do it when you know he likes you back or find someone who you know likes you back.
Your young yet, just have some fun, don't get tied down with love.

 I don't think you should just up and kiss him. That's pretty forward! I think that perhaps you should learn the fine art of flirting... approach him, maybe. Let him know that you like him, but I think that laying a smooch on him might scare him a little bit. It might overwhelm him.
If you are indeed 10-12 years old, I am assuming the boy in question here is also around your age. Boys your age aren't quite as mature as you might be, and might be a little confused and bewildered if you lay one on them.
Go up to him, talk to him.. if you want to be forward (going up to someone and kissing them is!), maybe you could just tell him that you like him alot and that maybe you two could hang out over the summer. That will be hint enough, and maybe after you hang out with him you can give him that kiss.
Give him some hints and some time and then give him that kiss!

 If you think that it is the right thing to do, and he is giving you the signals, then yes! If it feels awkward and the situation dosn't feel right, then don't do it! If you get it wrong then you could end up feeling very stupid. Tell him how you feel about him, and ask him if he would like to kiss you, then see what happens. You have a life time ahead of you, you will get plenty of opportunities in the future. See how the last day goes, don't do anything that dosn't feel right in your heart.
