me and this single guy who lives across the alley from me are like two ships that pass in the night, when i finally seen him, he starts talking about why i haven't seen him, he's working 2 jobs and should be done by this summer and starts talking like we have a thing going on but he doesn't ask me out! he gets all flustered and constantly stares and smiles and innocently finds reasons to touch my hand when i'm around,i've had chances to date other men but there is just something about this guy that keeps me only thinking of him! should i wait it out or move on?

Well girl...he is seriously into you that's for sure!! He's just waiting for the right opportunity to make his move. He is trying to get to know you a bit more first and have the time to see if his feelings are real. You could wait til he says something but chances are he may be too shy and afraid of rejection. Maybe try an 'bump' into him and pretend you are on the way to the pub or something to meet a friend and casually ask if he would like to join you. (Of course there is no 'friend' to meet!)
