My girlfriend keeps promising to try harder in the relationship, but she doesn't!

Me and my girlfriend have been going out for almost a year and a half now. Before her I had another girlfriend for nearly 2 years and It was a bad breakup. I almost did not date my current girlfriend because my ex ruined it for me. But I decided to give her a chance. I fell in love with her because she was so close to me and always showed me that she cared. But the past few months she has not put any effort in the relationship. I almost want to give up but every time I tell her that she crys and it gets me every time. I have talked to her about putting more effort in and she says she will but never does. I dont know what to do.
