My boyfriend is not affectionate...

Hi. So my bf and I have been together for almost 4 weeks and he seems to not be very affectionate. In the beginning before we met he said he wanted to kiss me and hold me, but every night we sleep together he is not affectionate and doesn't want to be bothered. He also doesn't try to kiss me and he hardly wants to have sex. Is it me or him? Is he not attracted to me? He says he is and he loves me very much. I don't understand. He has Parkinsons and I know he is depressed some days. Please tell me what I should do? He says he needs counseling because he has never been very affectionate, but he wants to be. I don't want to lose him, but it's hurting me. We have argued a few times already. It seems like we should still be in the honeymoon phase.
