Lots of eye contact but when I tried to talk to her, she said no

I am trying to figure out if this girl is interested in me or not.She works in the same office building as mine but for another company and there is a common roaming area for all downstairs.I had been noticing her for last 2 years though i never felt any kind of noticing/response from her.Last November i felt her noticing me and soon serious eye contact started between the 2 of us.It went on for a month and then i approached her.I must tell that the area i approached her is usually crowded with people generally roaming around.So when i approached her and said i wanted to talk to her she said she was busy(i got nervous while talking to her).I felt very stupid but soon she started more eye contact and it only became more intense.I approached her again to talk but she again said NO.I was shocked.This happened in january and though we come across each other routinely but i made it a point not to look at her when she could see me looking at her.8 months have passed and i will be leaving that building soon.So these days i have started noticing her more and felt that she sometimes looks at me from the corner of her eye(Could it be plain curiosity or it could be liking ??),though not the eye contact that we used to have earlier..I was never able to explain why she said NO even to talk to me after showing so much interest through non verbal communication..I find her very attractive,Should i contact her again personally/thru email/thru phone/thru facebook ??
