I would say yes. "I think I'm falling for you" means I think I am falling [in love]. Different people adopt different meanings for phrases and words though? Like I often tell my friends that I love them, just as I would a bf? Meaning is down to the interpretation of the individual.
You can only be sure by either asking him or taking the situation/atmosphere that was present when he said it. My new-ish partner recently broke down and declared his love for me in the sweetest manner, it wasn't what he said (cuz he actually dug himself a little hole with one of the things he mentioned! lol!!) but how and when he said it.

Yes - near enough!
- Sometimes when I want to say to my man "I love you" but am too shy to say it - I tend to say "I've fallen for you" instead!

Definately but be careful because lads can say phrases like that so if they ever break up with you,and you say to them you said you loved me they sometimes quote no i said" i thought i was falling for you/ i think were good together " etc
