Is he scared of having a relationship with me?

I'm so confused. I really like this guy and i'm pretty sure he's interested too. He IMs or texts me everyday and we always seems to catch eachother at the local coffee shop or he'll come by when he knows i'm there. I'm just frustrated because he said he wanted to have a real hang out session but why hasnt it happened yet? What should I do? I hate being the first one to initiate stuff. Is he scared of getting into a relationship you think? I'm not sure what's going on here.
