Is he afraid to say he likes me so he ignores me?

I'm very confused lately on my old guy friends behavior. Lately he hasn't been talking to me and I thought he wasn't my friend. Today on the shop field trip to the mall I sat in front of him and he kept accidently touching my hair and he talked to me a little. Then he was walking around and I was in a store across from the restaurant he was at and he kept looking at me from across the way. So when he was looking I would let my hair down and wave it around then put it back in my ponytail. I would also take my sweatshirt off and walk around looking so fine. I've been trying to make him notice me and when I don't even try he still looks. He use to like me when we first met and I thought that he didn't like me anymore but he shows signs that I don't understand. If he ignores me all the time now why did he talk to me on the bus and stare at me? Is he afraid to tell me that he likes me so he ignores me?
