He always gives me the excuse that we cousins and shouldn' do what we do but we end up doing it again. I know that he loves me too but scared of family. What should i do?

First cousins are still legal in some countries, and not in others. But the point is that first cousins would be too close a relationship. It is as genetically close as half brother and sister. If you are this close, you should stop now before it gets more difficult to stop. You are old enough for one of you to move out if necessary.

Look, it depends how closely related to you he really is.If he is one of you're closest relatives (like for example the son of your mother's brother or something like that...) than you shouldn't get involved in a romantic relationship with him. People even wrote laws agains that kind of things :-)But if you are distant cousins... Like, hardely ever related, then you shouldn't let that eep you in a way of finding true love. Be carreful...
