 It means he doesn't want to be in a relationship with you right now. So, don't act like you're in a relationship (that means no sex). Just relax and enjoy each other's companionship and perhaps it will develop into something more.

 Well, for one thing it means he needs to get some sort of a clue as to how to communicate. "Chill" means to 'cool down' and I presume he doesn't want to climb into a fridge, so it sounds like what he really wants to say is, "I'd like to keep having sex with you but I'm not interested in a relationship with you". In that case, perhaps he should just say, "Hey, I'm an asshole", and be done with it. Good luck.
