 While she has a boyfriend i would not intefere. Im sure you would not like someone asking her out while she was going out with you.
At the moment you are going to have to fancy her from a distance, and when/if she parts from her current boyfriend is the time to make your move.

 Just tell her you like her, and leave it at that. Don't interfere with their relationship. IF you're meant to be with the girl, things will play their parts and she'll end up single. (She will eventually anyways)
