 Tell him you are interested now. Who cares about the past timing just wasn't right. Didn't you already leave him alone the first time. Now is not the time to leave alone.

 I don't think you need to apologize for having been rude, unless you have actually been rude ,like yelling or laughing at him or something.
Otherwise, you are not the Public Directory and are not obliged to give your phone number out.
Just tell him that last year it was not the right time for you to get to know him , now though you'd really like to have this chance .
If he declines be a good sport , and don't sulk: a year is a long time for this type of things.
