Just say something like - it's very flattering but I'm afraid I am seeing someone at the moment. Maybe another time.

 Why not tell him your not ready to see anyone right now, or you could tell a little white lie and say your actually seeing someone, thanks but maybe another time.
That way he wont feels so bad at being turned down.
