reader, anonymous, writes (22 February 2010): Okay, here is my view. Firstly, don't play hard to get, it is irritting and demeaning for the guy and he will end up disliking you or losing interest. So don't do it.
Your second question is a little more difficult. My advice would be to talk to your parents, explain you are mature enough to date and are considering having relstionships. Play the classic "but everyone one else my age is dating" card. =)
