This is going to sound pathetic.

But have you ever heard of the 70/30 rule?

You go in 70%, and then she does the extra 30%.

The linger lets her no that you are not just going in for a quick kiss.

Also turn your head, you don't turn your head for a casual kiss (normally) so this should let her know what you are aiming for.

Try holding her closer or especially holding her face:)
