How do I react to his work being prioritary without creating tension between us?

Although i see more often now the man that i'm really interesting in, there are also some problems. He is usually very occupied with his work and i always feel that he doesn't ever give me the first priority. I try to understand and not be anxious but it's really very hard when i want to see him and he isn't available. I feel that he dosn't care for me enough since he doesn't ever leave his work and his responsibilities for some time together. How can i react to all this and improve my relationship without making the things tense betwwen us?
