If you fancy him back just give him a kiss. I wouldn't bother asking him out or worrying too much - just kiss him (it doesn't have to be a great big snog, just a peck on the lips will do). If he doesn't kiss you back then he could just be in shock - that's happened to me before (I couldn't believe that the girl I liked, liked me back).
But yes, I imagine this guy likes you - have fun!
