The best way to find out would be to ask. That's also the way that's going to show the most maturity on your part. Coming across in a mature way is always a good thing if you are trying to get permission to do more mature things.
That said, if you absolutely won't ask them directly, you may as well give it a shot and see what happens. As the saying goes, sometimes it's better to ask forgiveness than permission.

 I'm sorry -- I'm not a teen, but I feel compelled to answer here... if the age you've given is correct, who would prevent you from having a girlfriend? You're an adult and can make your own choices and decisions... It seems like you wouldn't need to ask your parents, just do it... Good luck!
