 Eye contact is probably the most powerful flirtaious tool that one can use to let someone know of our interest in them. My hunch is that he likes you, which is why you are getting the looks, but i feel he is maybe to shy to do anything about it.
Flirt with him some more, maybe even talk to him. Maybe after a week or so ask him if he fancies going to grab a coffee somewhere, it can't hurt can it.
