He's attracted to you - i.e. he would have sex with you. But he's not interested in a relationship with you - he likes you as a friend, not as a girlfriend but wouldn't say no to a quickie. Sorry if thats a bit blunt, but I get the feeling your friend is trying to be polite and thats what is frustrating you. If you think you could be happy as in a friends with benefits scenario - enjoy. But if you want more than you're going to have to accept how this bloke feels and move on.
