Do I have feelings for him? Do you think he really loves me? What's happening here?

hey guys!!!!! like 1 or 2 years back, I met this guy while staying at my cousins' house. After he saw me for the 1st time, he started trying to get together with me, even gave me roses twice. I was kind of going through a v difficult phase in my life as I was feeling lonely and insecure. I gave him my phone # and we started talking and almost got to be a couple. But I said "no" as I realized that I liked his personality but didn't like him as a man. He spent months trying to convince me of my big mistake but couldn't. To make a long story short, we stopped calling each other, and now after 1 or 2 years, we started talking on the phone again and he says he still loves me and cant forget about me which I dont really understand cause we never even kissed or anything. The thing is that I really enjoy talking to him as we understand each other pretty good, but still dont like him as a man. Do I have feelings for him? do u think he really loves me? what's happening here?
