 He's probably intimidated or nervous, maybe you should initiate the conversation if you like him back. Guys can get scared around girls just as much as girls can around guys. So maybe you could break the ice. If the guy looks at you a lot, but when he makes eye contact he quickly looks away, he definately likes you, just a small tip. Hope this helps. : )
