 Its a natural act, babies have been known to do it as well, not to the extent that people do as they get older but they can fondle and such for the feeling.
I'm also speaking as a christain, I don't see anything wrong with it.

The ones who don't have very low sex drives and usually blame religion for their regressive sex life (I speak as a Christian, by the way!). God gave us a sex drive and a means of making ourselves satisfied in certain ways, so don't go getting yourself all guilt ridden when it is perfectly natural. X
