reader, anonymous, writes (7 December 2010): I think he likes you and is too shy to talk to you. Try passing him notes and ask him about himself. This way it should reduce the chance of him clamming up and not talking to you.

 It means he looked away, he could quite possibly be embarrassed that you caught him looking at you. There's no hidden meaning behind staring. If find him attractive, why don't you cut out the eyeballing and talk to him?
