 I don't think it is wrong as you are not related to this person nor did you grow up knowing her as a sister, I assume you met her fairly recently. So liking her isn't bad or wrong, but actually dating her could get tricky. If you feel that strongly about her maybe let your dad know you find her cute and what he thinks you should do about it.
