Everyone grows and develops at a different pace so, no, there is nothing wrong with you.
This is old news but the best thing you can do, while you're waiting for hormones to take you from your youth build into your man build, is to eat right, exercise, get regular sleep, drink plenty of good water and stimulate your brain.
Really. That's it. If you have questions regarding how to eat right, exercise properly, how much sleep you need, etc ... put your questions in your browser and research the plethora of information online.
I know it's hard to be patient. You're at that funny place: not a child, not a man ... somewhere in between. Try to enjoy the process. Years from now, you'll be assuring someone else that they're developing according to their own schedule. Really.
Have fun and enjoy where you are.
