Is like he wants but at the same time he withdraws, so what up?

I know he can be polite, but I don´t think someone can go on like that just to be polite, I think that´s different, but I guess that´s why I´m asking you folks to help me out here!

I said I care about him but I don´t think is mutual cuz he won´t say yes or no, and I knoe guys are direct, especially him. Although....
