He stood me up. Should I cut him loose?

DEAR CUPID, I have been talking to this guy from work for about a month and half now, well things have been going ok, it started off as a sexually thing and it seems like he might want more because we went on your first official date the other day. Tonight we were suppose to hang out, we made plans earlier in the week, but I haven’t heard from him and its about to be 12 p.m. I am 22 and he is 34 and has a 10 yr daughter. He says he is in a weird place right now in his life but he tells me that he misses me all the time and makes me feel like he really likes me. I am not looking for a relationship but I am ready for one. I really don’t want to waste my time! Should I cut him off? Please help !
