He keeps "checking in" on me. Wouldn't he just move on if he didn't fancy me?

Most people have heard that saying "He's just not that into you" or maybe even be familiar with the book or the film. How long is this rule effective for.

I have been talking to a guy for a long time now. I can't quite figure out what type of relationship we have. We are not physically active, but we are close friends. He is always checking on me and making sure I am ok. The only time he stops talking to me is if he is dating someone. Then I don't hear from him until he's no longer interest in which ever girl he had been seeing. What is the point of a guy continuely talking with a girl for this long(almost 2yrs) if he isn't into her. Wouldn't he just move on if he wasn't into me? If so I wish he would because this is torture.
