Although this girl has been dating someone. Relationships aren't easy, so you have to be prepared for an answer you might not want, but if you really like her, you just have to tell her anyway. Sometimes girls think there's something is wrong with them if you're sending signals that you like them, but don't ask them out.

The best way is to approach her. Go and try to be friendly with her. Make her your friend. Try to know her more. Gradually you will come to know about her feelings for you for she will be giving indirect indication. But don't be too late in expressing your feelings for her :)
