 i would say from past experience that this girl likes the look of you and is trying to catch your eye. Holding eye contact and then smiling is just not something you do to people you don't fancy.

 Well its possible that she might fancy you but she might be glancing at you because your glancing at her.What i would do is next time say hello to her and see what she does next.....then once you have gone past that hurdle,start a proper conversation with her etc.You will know then if she feels the same or not when you ask her out on a date.Good luck.
