They seem more distant in kinship than a brother or sister. It isn't unusual for crushes to develop at your young age. In fact, it's normal. It isn't good for people of blood-relation to become sexually involved. In fact, there is the risk of pregnancy producing off-spring with birth defects. This depends on how closely-related the cousins are. The more distance, less the likelihood of any birth-defects.You also may upset your parents and his parents; if they feel you're closer than relatives should be. They will make more fuss than you may be comfortable with. So it's okay to have a secret crush and not take it any farther than that. What you feel in your heart and mind is okay. You just shouldn't act out your feelings; because you'll get really attached, and other family members will get stirred up and try to keep you apart. He is a boy, and he will want to put sex into it. That is a very bad idea.

The answer will totally vary according to location and culture of the answerer.
In some places ( several Middle East countries ) marriage between first cousins are actually encouraged and recommended and make for nearly 50% of all marriages.
In USA marriage between first cousins is illegal or restricted in 31 states - and frowned upon also where it's legal.
In my country, it's perfectly legal ( although if you are a Catholic and want to get married with a Catholic religious ceremony, you need to apply for a special permission by your Bishop ) but you'd be mercilessly ridiculed because it would be considered a show of backwardness and ignorance and uncoolness.
If you are a Muslim it would be pretty much OK, if you are a Hindu it would be pretty much not OK.
So : it all depends.
