 Having sex with him will not make him like you more; it will make things worse for you. If he doesn't want to be with you in a committed relationship without sex, do not have sex with him.
You are young. You too, should not take things too seriously. He is essentially telling you he wanted to remain casual and available for other things.
You should also remain casual and available for other things - there are better opportunities out there. Stop calling and texting him. Let him chase you and don't let him catch you. He is not worthy of you, but someone out there is.
