Two possibilities.1) Out of spite. It's something he knows you want, so he's torturing you by witholding them because he's mad at you.2) To keep you calling. He likes the control this gives him over you so he's using that to his advantage.Either way, you're not likely to get these pics back. Maybe after he's had some time to calm down after the freshness of this break up wears off, but I wouldn't count on anything. All you can do is explain why you no longer have them, and hope he's willing to do you a favor and send them back to you. You cannot control another person's actions.

Yeah, like the mod said in the note, it's a digital copy. He probably thinks you're stupid for asking for this, that's probably part of the reason you're not together anymore.
