Some males are self conscious about their thing and maybe he is somewhat uncomfortable thinking about you judging it like a fish when you see it(not that you would.) maybe he is afraid he'll get nervous and not be able to get hard is another possibility.. Try possibly rubbing him in that area while making out to start and see where it leads(don't want to be too graphic, but if he has little to no experience he might be a bit shy.) Just remember its not you its him and it may take some time to get him comfortable enough for that act.
